Subject:

ATWS Procedures and Training This letter responds to an August 16, 1979 letter to W. H.

Jens from Mr. Steven A. Varga, formerly with the NRC Division of Project Management.

Mr. Varga's letter requested that Edison provide information regarding emergency procedures and operator training for the recognition of and response to ATWS events.

This letter discusses the actions planned for Fermi 2 pending final resolution of the ATWS issue.

The Detroit Edison Company intends to incorporate ATWS training in the overall operator training program.

The final program will be designed to insure that operations personnel are fully trained to operate Fermi 2.

The BWR Owners Group is presently drafting a set of Reactivity Control Guidelines.

Upon receipt of these guidelines, a specific procedure dealing with reactivity control will be developed for Fermi 2.

A training program will be developed and implemented to train all licensed operators in Emergency Operating Procedures which will include transient analysis.
