io NRC Docket Nos. 50 10 50-237 50-249 ATTACHMENT A COMMONWEALTH EDISON ATTACHMENT RESPONSE.TO NOTICE.0F VIOLATION The item' of noncompliance identified in Appendix A of the NRC letter dated February 3, 1981 is responded to in the following paragraphs.

1.

Technical Specification 6.2.A requires, that detailed written procedures including applicable checkoff lists covering normal startup of the reactor and other systems shall be prepared, approved and adhered to.

The first step of Section 3 of procedure DGP 101, the unit startup procedure, states "during pressurization of the reactor, the pressure regulator setpoint shall be maintained approximately 50 psi greater than reactor pressure."

Contrary to the above, on December 4, 1980, the reactor was pressurized to approximately 250 psig in the course l

of a normal unit startup with the pressure regulator l

setpoint left at its low setpoint (~150 psig),

resulting in a reactor scram.

Corrective Action Taken and Results Achieved Information was added to the training material for all shift personnel concerning the proper setpoint for the pressure regulator during startups.

This information is being conveyed to all shift personnel as part of their every six week training sessions.

Corrective Action Taken to Avoid Further Non-Compliance Procedures DGP l-1 (Unit 2/3 Normal Unit Startup) and DGP l-3 (Unit 2/3 Hot Standby to Power Operation) will be revised to include a caution reminding the operator to maintain the pressure regulator cetpoint approximately 50 psig greater than reactor pressure.
