The Commaiasion has issued the enclosed Amendment No.10 to Facility Operating License No. DPR-6 for thr. Big Rock Point Plant. The amend:uent consista of changes to the Technical Specifications v5'* eh authorize operation of the facility:

(1) using modific.1 operating limits based on an acceptable ECCS evaluation model that conforms with Section 50.46 of 10 CFR Part 50, in response to your application dated July 25, 1975 and supplements thereto dated August 22, 1975, September 8, 1975,.~ovember 26, 1975 February 4, 1976, February 27, 1976, I! arch 26,1976, April 30,1976 May 10,1976 and May 11, 1976;.

(2) with fuel assemblies identified as G-1U Reload in response to your application dated October 13, 1975 as modified by your letters dated April 28,1976 cMay 11,1976 2nd May 25,1976; (3) with a P.cactor Depressurization System as described in your filing dated August 15, 1974 as modified by your letters dated Tovember 14, 1974 Decceber 17, 1974, March 10, 1975, April 29,1975 and October 9,1975: and (4) with an Integrated Leak Rate Test surveille sce frequency as described in Section 4.3.1A.1.a. of your application dated December 5,1975.

- June 4,19 76 The Connission's Memorandum and Order dated May 26, 1976, granted an exemption from the requirements of 10 CFR 50.46.. The exemption was granted subject to the resolution of certain conditions to the satisfaction of the Director of N lear Reactor Regulation prior to further operation of Big Rock Point and subject to other conditions to be met prior to return to operation following the next refueling outage currently scheduled for the Spring of 1977. Your letters dated May 10, May ll, May 20 and June 2,1976, provided information relating to the five areas of concern expressed in the Commission's Memorandum and Order of tby 26, 1976. We have reviesed this information and conclude that the actions taken are satisfactory subject to the following:

1.

Prior to plant startup CPCo shall install and calibrate flow recording instruments for the core nozzic spray flow and the core ring r, pray flow.

This instrumentation will provide additional protection against the consequences of flooding following a loss-of-coolant accident by providing the operator with additional information which will enable him to take appropriate corrective action during the course of a LOCA.

CPCo shall assure that the plant emergency procedure for the LOCA properly reflects the required operator responsibilities and sequence of actions necessary for LOCA recovery.' However, as we have discussed, reliance on, continued prompt operator action is not desirable for long term operation. Accordingly, you have agreed to relocate, prior to return to power following the 1977 refueling outage, the core ring spray valves to a position where flooding in the event of a LOCA cannot affect the performance of this portion of the ECCS system.

2.

Prior to plant startup CPCo shall provide electrical switching circuitry outside of containment (and appropriate procedures) to enable connecting either the ring spray flow transmitter or the nozzle spray flow transmitter to either spray line flow ins trument dia.mel.

This will provide a means for identifying a failure in either flow instrument channel, exclusive of the flow transmitters.
