riRC ACCEPT /dlCE OF YANKEE ATOMIC ELECTRIC COMPAM QA TOPICAL REPORT We have evaluated Yankee Atomic Electric Company's (YAECo) topical
- eport YOQAP-1, "Operatiowl Quality Assurance Program" and /mndments Nos.1 and 2 submitted with your December 9,1976, and January 13, 1977, letters, respectively.
It is our understanding that changes identified in tcendment.s lios. 1 and 2 uill be incorporated into YOQAP-1-A..We find that the topical report as amended describes an acceptable quality assurance program for the operatior.s phase activities of those plants presently operating within YAEco's scope of work; i.e. the flaine Yankee, Vernant Yankee, and Yankee P. owe facilities. Accordin,1y, you should amenJ the docr.ets for these facilities to reference Y00AP-1-A as the operations OA program description for these facilities and indicate when this QA program will be implemented at cach facility.
The acceptance of this progran was based in part upon the staff's position-(see enclosed OA3 statcnont) that GA progra r.1stic/adninistrative requirc-ments contained in ANSI Nid.7-1976 including referenced star.dards apply to maintenance and nodification activities conducted during the cocrations phase.
In addition, the qualifications of the Radiation Footcction Super-visor established in the topical do not meet the staff's requirements for this porition.
This subject wili be addressed in separate correspondence.
Should regulatory criteria or regulations change such that our conclusions ab;ut this topical renort are invalidated, we will notify you.
You will be given tne opportunity to revise ar.d resubmit it should you so desire.
Program.atic caances by YAECo to tnis topical report are to be submitted to iaC for review prior to implementation. Organizational changes are to be submitted no later than 3) days after announcrm nt.
