The accident at Three M11e' Island, Unit 2' involved a large amount of matal-water reaction in the core with resulting hydrogen generation wel? in excess
.of the ameents considered in 10 CFR 58.44 cf the Constission's regulations.
_During the past year the staff has been studying the potential of excess hydrogen 1eneration, the effects sud concentrations of hydrogen would have on the various types of plants, and the effectiveness of various mitigati.on systems ita protecting the plant against such situations. The results of
~
our studies to date are presented in the SECY 80-107 series of documents.
i In these reports, we reconsund that all BWR Park I and II containment plants be it. acted and that owners of all other plants be required te provide a proposind ' design (or designs) to mitigate the consequences of large amounts of hydrogen in containment. The associated propond interim rule was published in The Federal Register on October 2,1MO.
Subsequed to the issuance of SECY 80-107, a substantial amount of additional work has ueen performed on this issue with emphasis on ice condensers. With respect to ice condensers, and specifically Sequoyah, the Comunission has decided that the metter of hydrogen control for degraded core accidents in plantr with small containments neads to be resolved in the near ters, f.e.,
the resolution should not be deferred to rulemaking.
l In SECY 80-107, tho' staff showed that Mark III containments are similar to
~
ice condenser co#ainments in regard te their ability to accommodate large amounts of metal-water reaction without jeopardizing containment integrity.
You are, therefore, requested to prcvide a description of your program-to improve the hydrogen control capability to cope with significant amounts of hydrogen weit in excess of those concidered in 10 CFR 50.44, at the Grand nulf Station, Units 1 and 2.
To avoid U censing delays, this description should be filed within 30 days'of your receipt of this letter.
