We have reviewed Dresden Special Report 35, ' Description and imalysis of the Dresden hit 11;odified Off-Gas Treatment Systec," subnitted with your letter of March 5,1974, and have determined that the

off-gas system described in that report is acceptable. A copy of a
our Safety Evaluation of the system is enclosed.
It is our opinion, however, that hydrogen explosions in off-Eas syste=s occur frequently enough to be considered anticipated operational occurrences and the consequential releases of radioactivity must be naintained as low as practicable. In this regard we believe, based on the infor::ation sub=itted, that it would be prudent to add to the rupture disk vent a t.eans to prevent continued release of radioactivity following rupture of the rupture disk. Please advisc us within 60 days of this letter of your plan regarding the isolation of the vent line.
We also request that you sub=it, no later than 90 days prior to initial operation of the augmented off-gas system, your proposed technical specification for its operation.
