During the past two-year period, a number of reactor facility licensees 7-using GE systems filed proprietary documents relating to the emergency core cooling system requirements of Appendix K to 10 CFR Part 50 and requested that they be withheld from public disclosure pursuant to

Section 2.790 of 10 CFR Part 2.

Enclosed is a description of each of

the proprietary documents, the names of the licensees filing them, the a

date on which they were transmitted to the Commission, and the facilities involved.

We have reviewed the justifications provided and the proprietary infor-mation contained in the documents on the enclosed list and concluded that there is not sufficient justification for our withholding this information from public disclosure. The basis for this conclusion is that we feel it would be highly unlikely, if not impossible, for General Electric competitors to utilize the results of the calculations relating to the

requirements specified in Appendix K to 10 CFR Part 50 to qualify their own design models since:

developing a correlation from the results of the analysis on a J

given plant design requires knowledge of many other parameters

which would generally not be available to the General Electric 7
