Your letter of August 2,1974, requested appros al of a terprary procedure for monitoring control rod movement in Dresden Unit 1 for an inicim period until the reactor is shutdown and the vessel head is removed.

It is our understanding that the reactor is now shutdown and the vessel head is removed to allow====ination of the control rods to determine the cause of control rod uncoupling and appropriate corrective action.

Therefore, it is our understanding that approval of the procedure is no longer required, and we will take no action on your request.. For your information, however, it should be noted that we would not have been able to approve the procedure since the request did not contain a safety analysis and there was no indication that the friction tests and the approach to critical procedure could have provided acceptable verification of. control rod following.

Relative to your investigation of the control rod uncoupling problem and corrective action, we request that you submit for our f.aformation a report cenraining (1) evaluation of the cause of the uncouplin and sticking, o

(2) pwsd corrective action to reduce the 141r=14 hood of uncoupling and of stickies, and (3) proposed actions to verify that each control rod is following its drive during startup. Your submittal should include proposed modifications to technical specifications if applicable to increase assurance of control rod operability. We further request that within i

two weeks of the date of this letter you inform us of your target date l

for submittal of the report and any proposed changes to technical specifications.
