Thank you for your letter of December 10, 1973, in rceponte to our letter of November 21, 1973. Our November 21 in cer transr.itted our inspection report and the violations identified during inspection of your nuclear fuel procurement quality assurance activities on September 25-27, 1973.,
With respect to your December 10 letter, you indicated that cany of your nuclear fuel supply contracts " predate issusace of the Appendix E criteria, and that compliance in the precise format prescribed in this appendix will be difficult to achieve." In this rescrd, it should be recognized that 10 CFR Part 50, Appendix E, c:ust be applied to all work performed after the effective date of the regulction (July 1970) regardless of specific contract dates.
We will review your corrective action regarding this matter, along with the corrective actions you have taken concerning the remaining items of noncompliance, during an inspection to be scheduled in the near future.
