Boildng Water Reactors Post Office Box 767 Chicago, Illinois 60690 Change No. 28 Gentlemen License No. DPR-2 By letter dated May 17, 1973, you submitted a revised set of Technical Specifications for Facility License No. DPR-2 for Dresden 1.

Subsequently, we received and approved (as Change No. 27) a new Section 6 on Administrative Controls. Since those sections (3.7 sud 4.7) of your revised 'lechnical Specifications dealing with limiting conditiow for operation and surveillance requirements for the containment system and their bases are essentially complete with the additional information contained in your letters dated l

July 13, 1973, and September 19, 1973, which compared your surveillance program with Appendix J of 10 CFR Part 50, we are at this time approving the coneninmaat section.

During our review of your proposed limiting conditions of operation, aurveillance requirements, and baser., we informed you that modificationa i

to your proposal were necessary. These modifications have been made.

The proposed specifications, as modified, require more restrictive limiting conditions of operating and surveillance requirements than presently

l required.

Based on our review of your submittals, we conclude that the contain:nent system specifications, as modified, arc acceptable, that the change does not present a significant har.ards consideration, and that there is reasonable assurance that the health and safety of the public vill not be endangered by operation in the canner proposed.

N0v c 91973 Co=monwealth Edison Company f Accordingly, pursuant to Section 50.59 of 10 CFR Part 50, the Technical Specification of Facility Operating License No. DPR-2 are hereby changed by replacing Section B.11 with the revised Section B.ll appended hereto.

Since the revised Section B.ll will be incorporated in a new format of Technical Specifications in the near future, the subsection numbering and format used is that corresponding to the new format.
