The Station Superintendent at each Commonwealth Edison Company nuclear power station has delegated to the Training Supervisor responsibility for implementing and coordinating the requalification program for the station.
I 1.
Lectures Lectures will be given on the following subjects as required by Section IV of this document on Reactor Operator and Senior Reactor Operator level.
l A.
Theory and Principles of Operation Lectures will include review of terminology, reactor kinetics, rod worths, reactivity coefficients, reactor transients, thermodynamic effects and reactor behavior curves.
B.
Radiation Protection. Waste Disposal & Regulation Lectures will include review of federal and company radiation exposure limitations, control methods, monitoring equipment, waste disposal systems and calculations for exposure dose and shielding.
C.
- c rmal _. Abnormal and Emergency Procedures lectures will include review of plant operating and/
cr fuel handling procedures, including normal, abnormal and emergency procedures.

Administrative Series lectures will review administrative procedures, security procedures, quality assurance procedures, technical srecifications, facility license and station emergency

Plan: Modifications This section will provide up-to-date information c:ncerning system design changes, instrument set prin: changes, wiring modifications and any other plan: modifications implemented during the most recent requalification-interval.
F.
Operating Characteristics and Experience Analysis of plant operating characteristics during normal and abnormal operatir.g conditions, FSAR related transients and a review of incidents or abnormal occurrences at Edison stations and other utilities will covered in these lectures.
G.
Plan: Systems Operation and Control This section will have lectures on the operation and control of the Reacto: Protection Systems, plant instrumentation, eme7gency core and containment cool-ing systems, enginer. red safeguards and other related plan: systems.
H.
Cpen Lectures This section is reserved for lectures which may per-tain to upcoming events or cutages.

II.
Simulator Training A.
A period of three (3) days per year will be spent at a simulator which has the characteristics of the plant for which the senior operator or reactor operator i.s licensed.
Here, he will perform normal operating functions and will be exposed to simulated abnormal and emergency operating conditions.

Operators licensed on two.similar units at a nuclear station are authorized to perform plant control manipulations or the supervision of plant control manipulations required by this section, on either l
cf these units.
Operators licensed on all three L
Dresden units, must perform three of the ten required plant control manipulations on Dresden Unit 1.
The other seven plant control manipulatiens shall be performed on Unit 2 or 3 or on the simulator in accordance with Paragraph II A.
If operating conditions i
prevent an operator from meeting the requirement for l
three plant control manipulations or the supervision of three plant control manipulations on Dresden 1, as many plant control manipulations as practicaule shall be performed on Dresden 1 and the remainder shall be performed on Dresden 2/3 or the simulator.
If this provision is implemented, the lack of availability of Dresden 1 for plant control manipulations shall be documented.
C.
Stations shall maintain a system to record plant control manipulations by operators or supervision of plant control manipulations by senior operators.
The system may consist of a log kept by the individual or an authenticated list of qualifying manipulations extracted from the unit log.
D.
Each licensed operator and senior operator shall review facility design changes, procedure revisions and facility license changes so as to remain cognizant of these changes.
Each licensed operator and senior operator shall review abnormal and emergency procedures on a regularily scheduled basis.
Stations shall maintain a system to accomplish these reviews, including documentation to substanticte accomplishment of the reviews.
E.
Senior operators (limited) are responsible for review of design changes, procedure revisions, facility design changes and abnormal and emergency procedures which are applicable to their area of responsibility.

IV.

h-provide a basis for' evaluating their knowledge of ab-normal and emergency procedures; and to determine areas in which retraining is needed.
Examinations shall be given on the operator and senior operator level.
1.
The annual examination may be given as.one examina-tion covering all required subjects or as a set of examinations, each covering at least two subjects.
The maximum number of sets of the examination shall be four each year.
f 2.
An operator or senior operator achieving a grade of 80% or greater in one examination subject is not required to attend a lecture on that subject.
3 An operator or senior operator receiving a grade of less than 80% on one examination subject shall attend a lecture on that subject.
4 An operator or senior operator who receives an overall grade of less than 70% on an annual written examination shall be relieved of license dutics until he demonstrates compentence to management by either an additional oral examination or satic-factory completion of an accelerated requalification program.
If an annual examination is given in sets, the average of two sets, at least four subjects, shall be used to obtain the average grade.
If the average grade achieved on two sets is less than 70%, the individual shall be relieved of license duties until he demonstrates competence to management by an additional oral examination or satisfactory completion of an accelerated requalification program.
E.
A licensed member of the training staff, or other-licensed operator, who regularily instructs license candidates or licensed operators in subject areas required of these trainees, or writes or grades exam 4 nations in these subject areas, shall be exempt fror the annual ritten examination, participation in the lecture irogram and the oral examination.
These personnel shall participate in tha annual three day simulator retraining program, the review of plant documentation as outlined in Paragraph III, and the evaluation and annual review as outlined in this section.

Training for Senior Operators (Limitedl - Fuel Handlers A.
Senior operators (limited) when required by examination results, shall attend lectures as designated in Section I appropriate to. fuel handling cperations.
Lectares considered appropriate for fuel handlers in Section I are as follows:
1.
Review of terminology, reactor theery, rod worth, core loading physics and calculaticns.
2.
Review of federal and company radiaticn exposure limitations, control methods, monitoring equipment, weste disposal systems uhen pertaining to the fuel pool systems, calculations for exposure dose l
and shielding.
3 Fuel handling procedures.

The Generating Station Emergency :lan and all items directly related to fuel handling indicated in the documents listed in this series.
5 Plant mocifications dir ectly or indirectly related to the performance and maintenance cf fuel handling operations or equipment.

A period of three days per year shall be devoted to the reviews outlined in this parapraph.
Senior operators (limited) are not required to participate in training at the simulator.

The knowledgc and performance of senior operators (li 'ted) in fuel handling operations shall be evaluated in accordance with Section IV.
