The attached Topical Report titled "Requalification Program for Licensed Operators, Senior Operators and Senior Operators E imitecI) ",
is forwarded for your review and approval.
This Rcqualification Pro-gram when approved will replace the current commonwealth Edison Re-qualification Program submitted to you by letter dated April 15, 1976.
The new program will apply to all Commonwealth Edison nuclear stations.
The most important changes incorporated in the new program are:
- Eliminates title " Fuel Handling Foreman", substitutes
'"Sonior Operator (Limited) ".

- Revises the list of plant control manipulations which cualify as a reactivity change.
- Stipulates that each nuclear station shall maintain j
a system to record plant control manipulations re-l quired of operators.

- Stipulates that each nuclear station shall maintain a system to record the review of facility design changes, procedure revisienc, facility license changer, and prc ciurce.

- Stipulates that each nucle,ar station can administer the annual enamination required by 10 CFR 55 in one section or in several sections; each section con-taining at least two topics.
The maximum number of sections of the examination would be four.
The administration of the annual examination in this manner meets the requirements of paragraph 4.a of l
Appendix A to 10 CFR 55, which stipulates that annual written examinations shall be adninistered to deter-mine areas where retraining is needed, and is in keeping with the concept of a continuous program as required by the regulations.
- stipulates that licensed members of the training staff or licensed personnel who are regular in-structors of licensed operators or license candi-dates are enempt from the annual written examination, the lecture program, and the oral examination.
These changes and others included in the revised program have been reviewed with members of your staff.
