As stipulated in the letter from the U.S. Atomic Energy Commission to the Superintendent of Dresden Station (August 20, 1970), Dresden operator license candidates are examined on the Dresden sLmulater during the operating test portion of the NRC examination. As set forth in this letter, the pre-requisites for these candidates include completion of the "BWR Operator Train-ing Course" at the General Electric BWR Training Center, and certification by General Electric. To receive this certification, a student must success-fully complete written, oral, and plant walk-through examinations, as well as a demonstration examination on the simulator.

Your letter dated October 3,1974, describes a program utilizing a l

nuclear power plant simulator.

In this program, certification of the candi-i.

date's ability to manipulate nuclear power plant controls (as demonstrated on l

a simulator) could obviate the requirement for a reactor start-up during the i

NRC examination. Your letter states that the certification should attest to the candidate's ability to:

Manipclate the controls and keep.the reactor under control during l

a reactor start-up, b.

Predict instrument response and use the instrumentation during a start-up, c.

Follow the facility's start-up procedure.

Explain alarms and annunciators that may occur during this opera-tion.

Review of examinations given to Dresden license candidates at the completion of the BWR Operator Training Course verifies that these excmina-tions cover the four points of your letter.
