The Commission has issued the enclosed Amendment Hos. 25, 36 and 33 l
to Facility License !1os. DPR-2, DPR-19 and DPR-25 for the Dresden Station Units !!os.1, 2 and 3.
These auendnents are in response to your appli-cation dated September 20, 1977.
These amendments implement the proposed Technical Specifications for fire protection forwarded by our letter dated December 2,1977, and incorporate comments supplied in your letter of December 27, 1977.
The anendments incorporate changes to the Technical Snecfications to provide
. requirements for fire protection. These changes to the Technical Specifica-i ations for Dresden Units Nos.1, 2 and 3 are supported by the Safety Evaluation issued with our letter of December 2,1977, except for those changes which were proposed by your letter of December 27, 1977, and other minor changes.
All substantive changes to our proposed Technical Specifications of December 2,1977, are discussed below.
1.
Specification 3.12.C.4 for Unit I has been modified to require a twice ner shif t surveillance in the diesel generator area and in the primary feedwater puup area rather than continuous surveillance. Sa fety l
related eauipnent in these areas is redundant to similar equipment in other areas that could perfora the sar.e functico, so the reducea level of surveillance is acceptable.
2.
Specification 3.12.C.2 for Unit 2 and Unit 3 has becn modified to require continuous fire watch only in Unit 3 cable tunnel, Unit 2/3 l
turbine nezzanine 538' elevation and Unit 2 and Unit 3 hydrocen seal l
oil areas.
Safety related equipnent in other areas protected by sprinklers in Unit 2 and Unit 3 is redundant trith similar eauipnent in other areas that could perfore the saae safety functions, so that suryeillance twice per shift is acceptable.

Specification 3.12.D.4 for Unit 2 and Unit 3 has been modifiec to require surveillance twice per shift in the Unit 2, Unit 3, ana Unit 2/3 emergency diesel generator areas, rather than continuously.
These areas protected by CO2 systems have only safety related ecuip-ment that is redundant to equipment in other areas than could perform the same safety functions, so that surveillance twice per shift is p.
acceptable.
4 Specification 4.12. A.2 for Units 1, 2 and 3 has been deleted because Dresden Station has no NFPA Code 720 Class A supervised circuits.
5.
Specification 3.12.D.3 for Unit 1 and Specification 3.12.E.3 for Unit 2 and Unit 3 have been added to specify ' conditions for returning inoperable fire base stations to operability.
These suggested cnanges (your conments) add appropriate specificity and are acceptable.

We agree with your comment that the entire Specification 3.12.F.1 for Unit 1 and Specification 3.12.G.1 for Unit 2 and Unit 3 are Surveillance Requirements and not Limitino Conditions for Operation.
The Technical Specifications issued contain the above mentioned specifications deleted as LCO's and incorporated as Surveillance Requirements 4.12.F.1 and 4.12.G.I.

Specification 4.12.F.1.a(1) for Unit 1 and Specification 4.12.B.1.a.(1) for Unit 2 and Unit 3 have been modified to correctly reflect the capacity of the fuel storage day tanks for the Unit 1 and Unit 2/3-fire pump diesel engines. The requirements will verify that the day tanks will have sufficient fuel to run the fire pump diesel engines for 10 heurs and 20 hours2.314815e-4 days <br />0.00556 hours <br />3.306878e-5 weeks <br />7.61e-6 months <br />, respectively.
This capability is sufficient to satisfy reasonable performance requireaents.
8.
Soecification 4.12.F.1.6 for Unit I and Specification 4.12.G.I.b for Units 2 and 3 are modified to require a schedule and procedure for checking fire pump diesel oil quality that is consistent with existing station procedures for diesel fuel in the main storage tanks.
The Safety Evaluation transnitted to you with our letter dated Decemoer 2, 1977, suppcrts the issuance of these fire protection Technical Specifi-cations.
