" Evaluation of Densification in Dresden 1 Fuel Supplied by Gulf United" (dated February 23, 1973), as a result of a 1ctter by the regulatory staff to the Compcny dated Nove=her 20, 1972, requesting a review of fuel design due to the fuel densification problem in light water reactors.
Subsequently, the Company filed two proprietcry errata thereto with letters dated May 1 and 7,1973, and a non-proprietary version of the report under a report number of GU-5296 (dated April 18, 1973).
Cor:::onwealth crated, in its letter dated May 1,1973, that its reason for requesting proprietary treatment for Report GU-5293 is "because certain information is presented which could enable a reload fuel supplier in cocpetition with Gulf United Fuels Corporation to assccs current Gulf United design and manufacturing methods and calculational results, to examine test results performed by Gulf United at its own crpense, and t.ny result in competitive and economic disadvantage to Gulf United".
From our review of the preycietary and non-proprietary vercions of the report, we have determined that sufficient details for the public to identify the nature of the Dresden 1 operations and its associated safety considerations are provided in the non-propriet _ry version of the report and in other documents pertaining to this facility for which Com=onwealth has not requested withholding. We also have concluded that Commonwealth Edison has made a sufficier.t showing that Gulf United Nuclear's interests would be adversely affected by disclosure of the Ecport GU-5293 and the two errata thereto.

In vicu of the foregoing, I have determined that disclosure of Report GU-5293 and the errata thereto is not required in the public interest nor by 10 CFR Part 9, sad they should, therefore, be withheld from public inspection pur uant to Section 2.790 of 10 CFR Part 2.
A letter is being sent to Consnonwealth Edison Company granting the withholding I
request.
