Dy your application and affidavit dated February 21, 1978 and February 16, 1970, raspectively, you subm.itted a letter dated February IC,1978 (fren D. Hamer to P. O'Connor), which contains a fomulation related to the substances included in the !'S-1 deconta 11 nation splvent. This.infornction has been submitted to assist us in evaluating the safety of the decon-tamination proposed for Ccmonwealth Edison's Oresden Station, tinit 1.
You reqJested that the forQulation be withheld frcn public disclosure pursuant to 10 CFR 2.790.
You state in your affidavit that making this forrulation available to the public would cause Dow substantial harm since competitors muld to able to use the formulation without incurring the substantial research and development expense incurred by Dow. f'.oreover, you indicate that the NS-1 formulation cannot be readily duplicated by independent research and that you do not know of any competitive product capable of achieving such results.
Our letter dated April 30, 1975, approved the withholding of si"tilar information sufraitted by your letter dated March 4,1975.
!!e have reviewed your application and caterial based on the recpire-cents and criteria of 10 CFR 2.790 and have determined that Mr. Hamer's letter dated February 16, 1978, contains trade secret information.
