By letter dated June 5,1978, you requested, pursuant to Regulatory

Guide 8.15, Section C.6, !!RC approval.of the use of double-bibbed p(lastic hoods by personnel at Cornonwealth Cdison i;uclear Pcuer Stations i.e., Dresden Unit 1, 2 and 3, Quad Cities Unit 1 and 2, and Zion Unit 1 and 2).
This is to advise you that the approval provision of Regulatory Guide 8.15. Section C.6 applies only when no equipment of a particular type has been approved under the U. S. Bureau of liines/fi10SH schedules in 30 CFR Part 11 or where there is no existing schedule for approval of such equiprent.
In the present instance, since there are already a number of NIOSH/ MESA approved supplied. air hoods'[e.g., see LA-f;UREG-6612-MS, " Supplied Air Hood," dated December 1976 (also carries report number UC-41)], we conclude that Section C.6 of Regulatory Guide 8.15 does not provide a basis for Connission review of the acceptability of an additional supplied air hood in this instance.
It is noted that if the Coanissionxere to undertake a revieu of the acceptability of an air-supplied hood, such revieu uculd rcquire r. ore than the 'esting described in the report attached to your letter rcquest.
For example, the Quality Centrol program of the recpiratory protection device nanufacturer uculd also require review to deterninc its effectivenass in insuring quality through the nanufacturing cycle.
Since respiratory devices are tested and approved by !!IOSH/l'ESA, the.
E-double-bibbed hood you propose to use should be submitted to this testing
