NOTICE OF DEVIATION Commonwealth Edison Company Docket No. 50-10 Docket No. 50-237 Docket No. 50-249 Based on the inspection conducted on October 18, 20, 21, and 26-28, 1977, it appears that certain of vour activities were not in accordance with commitments, codas, standards, guides or acceptable practices, as noted below.
Contrary to the commitment made in the licensee's Quality Assurance Program, the licensee failed to comply with the requirements of ANSI N45.2.3-1973, " Housekeeping During the Construction Phase of Nuclear Power Plants," in that an ade-quate program to control housekeeping and storage at the facility does not exist.
The licensee's Quality Assurance Program committed to comply l
with " Guidance on Quality Assurance requirements during the construction phase of the Nuclear Power Plants" which includes Regulatory Guide 1.39 which in turr. invokes ANSI N45.2.3-1973 for operating plants.
