This section specifies a number of tests to check the mechanical operation of the control rod drives.

Commonwealth Edison Company requested, by letter dated August 29, 1963, that the frequency of the tests required by Section F be changed.

The reasons for requesting this change were contained in the above letter.

In a telegram sent by the Company on October 29, 1963 to Mr. R. Lowenstein, Director, Division of Licensing and Regulation, the Company agreed to submit all control rod drive test data accumulated to date for consideration and in support of the request of August 29, 1963.

The attached tables contain all data obtained on the control rod drives following the maj or drive modifications of early 1961.

The friction data is pictted, by drive serial number, en the attached curves.-

Test data for both the scram and friction tests were obtained on a two-channel Sanborn Recorder.

Control Rod Drive Testing Evaluation A review of the scram and friction test results for the past two years has indicated that these tests have.not been of value in predicting future drive difficulties.

Their main use has been in determining what has happened to a particular drive which has had a malfunction.

It has been the experience at Dresden Station that difficulty with a control rod drive becomes apparent during normal drive movement for power changes or daily and weekly control rod movement tests.

As a daily check, each control rod drive that is partially or fully with-drawn is exercised by inserting the drive'one notch and then returning the drive to its original position.. In the weekly test, the following of the poison blade is verified by moving the control rod drive and observing the movement response on the appropriate reactor nuclear instrumentation.

The daily and weekly control rod tests result in drive movements far in excess of that required for normal power

A review of the period August 1, 1961 to August 1, 1963, during which the reactor was in operation, gives the following results:

drive daily tests 26,000 Number of individual poison blade following-tests 5,500 During the period from Sune 1961 to October 1963, there has been a total of seventeon cases of anomalous control rod drive behavior.

All of these were found during normal operation.

Of the total, only one was a malfunction of the control rod drive, the rest were due to problems in the hydraulic or electrical system.

The one malf unction was contrr l rod ~

drive C-7, serial number 1232.

The.lifficulty with thxs drive was covered in a letter to Mr.

R. Lowenstein dated June 23, 1962.

In analyzing the scram and friction contained in the attached tables, the drive serial number and not drive location should be used.

The column headings "3000-Hour AEC Drive Inspection" and "9000-liour AEC Drive Inspection" refer to the two control rod drive inspections as. required under Section H of DPR-2 as amended.

It should be noted that during each inspection, there was an interchange of control rod drives.

For example, control rod drive No. 1281 was installed in drive location G-4 prior to May 1961.

During the outage of October and November, 1961, drive No. 1281 was removed and replaced with drive No. 1280.

Drive No. 1281 was disassembled, inspected, reassembled and installed in drive location E-3.

The scram times are in seconds and are for single drive scrams.

The time for "To Buffer" is t.eken from the initiation of the scram signal to start of buffer region.

The variations in scram times betwe.n the tests is found to be small, no progressive trends are apparent.

On one occasion the scram tests did indicate when a change took place in a control rod drive.

This was with the control rod drive in position J-3, serial number 1250.

The test of June 22, 1962 indicated a drop for the time "In Buffer" over the previous test.

It was deduced at the time that either the buffer seals or the stop piston seals had failed.

This drive was removed during the 9000-hour drive inspection and the stop piston seals were found to have been damaged due.to a piece ~of foreign material.

The number of test scrams'during the control rod drive modification period of February 1961 to May 1961

'are also included.

It should be noted that the major portion of the drive scrams were for test purposes.

The drive friction data has been plotted on the attached curves.

The variation in friction p ressures between tests appears to be a function of drive operation prior to the test, although attempts to correlate operations with changes in friction pressure have been inconclusive.

Possible trends in friction pressure which would point to drive troubles have also been inconclusive.

The control rod drive in C-7, serial number 1232, was made in-operative in June 1962 due to high friction.

The friction tests prior to the drive malfunction gave no indication of.

possible trouble.

The conclusion to be drawn from the experience during the past two years for both the scram and friction tests is that their main use is as an aid in diagnosing the cause of a drive malfunction, not in predicting a drive malfunction.
