The Atomic Energy Co ission has issued an Order Extending the Provisional Construction Pernit Co pletion Date for Florida Power In Corporation's Crystal River Unit 3 Nuclear Generatin;; Plant.

lieu of the coupletion date of June 1,1972, the latest cocpletion date has been extended to September 30, 1974.

The applicant's stated reasons of " Good cause" for requesting this crtensin of time include delays in plant construction caused by ti=c concuning subcurface foundation work, work stoppancs caused by =aterials shortages, construction equip =cnt breakdowns, testing, labor steppages, nissed tining dates between engineering and construction due to incomplete design information, other factors includin;; ucather, i

environmental concerns, and quality progran implementation.

Dear Mr. Giambusso:

The Florida Power Corporation hereby applies for an extension of time.

for completion of Crystal Rivar Unit #3 as covered by Provisional Construction Permit No. CPPR-51, granted on September 25, 1968.

A recently completed schedule evaluation has been used to determine causes for experienced delays and also project impact of known work effort yet to be performed to meet the completion date proposed below.

We will su:marize the above in tabular form to categorize the major areas of delay.

Institution of PSAR defined program for subsurface foundation work actually extended schedule -------------------------- 15.5 Mths.

Work stoppages caused by material shortages, slow or late delivery of materials, equipment or supplies construction equipment breakdown a n d/ or te s ti ng ----- --- ------ -------------- 1.6 Mths.

Labor stoppage caused by unrest, harassment, contract expirations, jurisdictional walkouts, physical violence ----------------------------------- 3.9 Mths.

Amendm::nt 13, dated 9-1-71, to our Application for Licenses, dated August 10, 1967, included information to the effect that the earliest completion was March,1973, and latest completica was September, 1973.

We would expect to revise, in the near future, our paragraph (h)

Completion Dates, page 8, in the above application to read as follows:

"ConstrucMon of Unit 3 is scheduled for completion in time for fuel loading to begin in May,1974, for earliest commercial operation in September,1974.

It is projected that latest date for fuel loading to begin is December, 1974, with latest commercial operation as March,1975."

It is contended that all known and projected delays have been beyond the control of the permit holder and that every effective means to prevent further delay is being employed by the applicant.

Florida Po.ver Corporation hereby requests that Construction Permit CPPR-51 be extended from June 1,1972, until March 31, 1975.

FLORIDA P0h'ER CORPORATION ORDER EXTENDING PROVISIONAL CONSTRUCTION PERMIT COMPLETION DATE By application dated May 30, 1972, Florida Power Corporation requested an extension of the latest date specified in Provisional Construction Permit No. CPPR-51. The permit authorizes the construction of a pressurized water nuclear reactor designated as the Crystal River Unit 3 Nuclear Generating Plant at the applicant's site on the Gulf of Mexico, about seven and one-half tiles northwest of the town of Crystal River, Citrus County, Florida.

Good cause having been shown for this extension pursuant to Section 185 of :he A[omfc dnergy Act of 1954, as amendmed, and Section 50.55(b) of 13 CFR Part 50 of the Commission's regulations, IT IS HEREBY ORDERED THAT the latest completion date specified in Provisional Construction Permit No. CPPR-51 is ex: ended from One 1, 1972 to September 30, 1974.
