REED A meetin;; was held in the office of Assistant Secretary Reed en the corning of April 11, with representatives frem the Department of Interior (DOI), 2PA, CEQ, AEC and the applicant (Florida Power Cor-poration) concerning the Crystal River Nucicar Pcwer Plant.

It was agree'd that a requirement existed u establish an acceptable progra'n to collect the necessary biological data prior to coaxnercini operation of Unit 3 to determine the need, if any, for an alternative cooling system. The following schedule Icading to the establishment of such a program was agreed to:

1.

April 16, 17, and 18. Meetings at the Department of -

Interior between the DOI and AEC and, at a minimum, telephonic input and coordination with EPA's Region 4 office in Atlanta, Ga.

2.

April 24, 25, and 26. Meetings at the Crystal River site between the applicant and the involved govern-ment agencies to finalize an acceptable and adequate x.

EPA was designated as lead agency for ccordinating the response to a previously submitted study program from the applicant.

It was emphasi:cd that any program developed must specifically aim at providing sufficient data to make a decision with regard to the Crystal River Unit 3 cooling system prior to commercial operation, now scheduled for Hovember 197's.

It appears that the major and most significant area of uncertainty with regard to Crystal River Unit 3 deals with the operation of the intake canal and intake structures.

Specifically, any program developed must provide adequate information concerning entrainment and impinge-cent in order for a decision to be reached with regard to the application of Section 316 of the 1972 amendment to the WPCA. This section requires

- ]g the use of best practical technology with regard to cooling systems or a showing by the applicant that less than best practical is acceptable.

Development of a program to collect the specific data necessary for a determination under Section 316 should be sufficient for the AEC to make

Other parts of the proposed program should lead to a cicarer defini-tion of species found in the discharge area and the iedicted impact on these species from the operation of Unit 3.
