3934-14th Avenue North St. Petersburg, Florida 33713 June 30, 1978 The Honorable C. W. " Bill" Ioung Room 2453 Rayburn House Office Building Washington, D. C. 20515
Dear Mr. Ioung:
After calling Florida Power Corporation and several local and state agencies without getting any satisfaction (They were polite but were powerless to do anything.). I called your St. Petersburg office. The young man to whcm I talked advised me that I should inform you in writing of the situation since you could not legally investigate the matter otherwise.
He also mentioned Ms. Esther Peterson, the Presidential Assistant for Consuner Affairs. Therefore, I have written her a letter and an enclosing a copy of it for your information and, hopefully, action.
l Between you, I hope that something can be accomplished for the protectioB of the thousards of customers of Florida Power Corporation, of whom I am just one.
As Florld'pe that y ' will not I also ho ote to b.owfarge orpopftion,

Presidenti.41 Assistant for Consunct Affairs 330 Inlopenience Avenue S W Uas'11n; ton, D. C. 20201 Der 7 Ms. Pct-rson:
You are probably familiar with at least sono aspects of the affairs of Florida Pouer Coporation, bascd at 3201-3'6th Street South, St. Peters-burg, Florida 33712, since they are being investi;ated by the Energy Departuent.
In recent years, Florida Potrcr built a nuclear power plant at Crystal River. After approxinat.r.ly eleven conths of opcration, the plant broke doun arsi has now been out of use for ccveral nonths. Due to the break-doun, Florbia Poi:. r is suin; vestinchourc, clatuing that the nuclear.
equipnent they rocciviti fron them was defective. Houcver, even if the conpany cheuld win the cace, the concuners will be losers becauce they Besides have had to pay uore for thnir electricity durin; these ronths.
this fact, they have suffered Creat inconvenience in this hot neather cince they are conctently bein; uarned to curtail their use of electricity to avoid birorn-outs or black-oute.
The Shippin; port (Pennsylv: nia) nuclear-pouer plant has been in operation for ye:.rs without a breakdown such as this so far as I knew.
It alro r,n built by 'fectin-hounc alnoct trenty years before the Cryctal River Plant. Cno would e:.pect sone advanceaents during that ti.e. not the op;,ocite. Then uhy did the Crystal River Plant break down in less 4
'Ihere are three possible explanationes - (1) inproper constnic-than a year?
tion by Wettin; house; (2) in,sroper operation by Florida Pouer; or (3) both.
!!one of these is the fault of the consumers; yet they are the ones uho are paying for it.
What I unnt to know ist that action is being taken, or can be taken, so that consuners can recover these unjust overcharges? 10 tat conpensation are consumers to receive for their inconvenience?
I an cen11ng a copy of this lotter to the IIonorable C. W. " Dill" Youn, the Con rcssional Representative of this district.
I hope that, b tueen you, you can do sonething for the custoners of Florida Power Corporation.
O Sideerely, y
