.s FLORIDA POWER CORPORATION - CRYSTAL RIVER UNIT 3 DOCKET NO. 50-302 Summary of Meetine - June 7, 1972 Summary At Florida Power Corporation's request a meeting was held in Bethesda on June 7, 1972 to introduce Mr. Q. Dubois of Flo'rida Power Corporation to the Regulatory staff and to ccmment on the recently identified ten (10) month delay in fuel loading for Crystcl River Unit 3.
We informed the applicant that except for a few specific items we anticipate postponing continuation of the Crystal River Unit 3 review by ten (10) months corresponding to thc fuel loading delay.
Discussion The specific itens discussed at the meeting are presented below:
1.
Introduction of Mr. Dubois Mr. Q. Dubois, a newly appointed licensing supervisor for Florida Power Corporation, was introduced.
Mr. Dubois will be actively involved with the AEC'in licensing both Crystal River Unit 3 and Unit 4.
2.
Extension of Construction Permit Completion Date Florida Power Corporation expressed their appreciation for our rapid action regarding their request to extend the completion date of their Construction Permit.
Licensing received this request on May 31, 1972, one day before expiration of the Construction Permit. On the following day, we issued an order extending the latest completion date, thereby preventing any possible construction delays at the site over this administrative matter.
3.
Delay in Fuel Loading Recently the applicant infor=ed us of a ten (10) month delay to September 1974 in fuel loading. Florida Power Corporation emphasized that this significant delay had not been purpoself withheld from the AEC but that it represents the result ot' a recent assessment of their construction program and schedule.

4.
Completion of First Round Replies The applicant intends to meet their completion date of June 19, 1972 for completing replies to all first-round additional information requests.
5.
Postponement in Crystal River Unit 3 Review Schedule We informed the applicant that except for a few specific items, we intend to postpone continuation of the safety review of Crystal River Unit 3 for a ten-month period corresponding to the delay in' fuel loading.
Water level during the maximum possible hurricane, seismic classification of steam lines and other construction related items will remain active pending resolution of the official change in review schedule dates. The applicant will be informed formally of the important dates in the revised review schedule.
