1 kg%O ENCLOSURE l FLORIDA POWER CORPORATION - CRYSTAL RIVER UNIT 3 DOCKET No. 50-392 SCffARY OF MEETINC - SEPTE"BER 19, 1972 SUW.ARY A meeting was held in Bethesda on September 19, 1972 to present a letter to Florida Power Corporation containing the AEC positions on three out-standing safety issues:
steam systen design, plant protection against flooding, and augmented staffing during plant startup.
Each position was discussed sufficiently to mini =1:e the. possibility of =isunderstandings by the applicant concerning our requirements.
DISCUSSION The letter was prepared :o previde guidance.to Florida Power Corporation

for three outstanding safe:y issues which they ~1 dent 1fied as Laving the potential to cause delays in the cperation of Crystal River Unit 3.
In this content our positions were formulated to provide direct and expedi:icus resolutien of these issues fcr the applicant, thereby, minimizing delay in the operation of this plant.
The specific itens discussed a:. :he teeting are presented below.
1.
Stes: Svsten Desien Uith regard to the stean systen design, Florida Power Cornoration was inforced that : hey cay proceed with the design and procurenent of steanline isola:ica valves for subsequent installation during the first refueling outage of Unit 3.
As an alterna:e, the applicant cculd atte=pt to demonstrate that the need for backfit modifications is not necessary. This issue must be resolved prior to an operating-license decision. Florida Power Corporation stated that an analysis of the likelihood of failure of all four main steamlines is presently underway by 3&W, the reactor vendor.
The results of this analysis are expacted to be conpleted in October. A decision on their part will
.be made following evaluation of this analysis.

b results and suppcrting-analysis of the maximum surEe level and wave action for the probable caximum hurricane at the site. For the

maximum surge level and wave action, 'the Crystal River Unit 3 Power 71 ant must be capable of' being safely shut' down'and naintained 'in that condition.
The applicant agreed that based on revised hurricane criteria-the maximum flood level is cbout 10 fee higher than predicted at the ti=e of the construction permit review.
An' e=banienent slope -(ber=),
which was designed :o protect the plant from the earlier flood levels, n: presently under construction.
Because the ber: 1slan-engineered structure, i.e.,
it is designed to a specific height,

with a specific slope, and co= posed of certain caterials', to pro-vide protection for the higher flood level =ay not be a simple increa:,e in bern height. Redesign of the bern.possibly would require a significant analysis, engineering and construction-effort.
In light cf such an effort, we stated that changes or modificaticas in design should be ec=pleted as soon as possible -
and installation of such changes should be cc=pleted as soon as practicable followine approval of the redesign.

Auctented Staffine Durina Plant Startun-Ue. stated our position that certain plant positions vill be-re-quired to either be normally staf fed or otherwise augmen:ed with individuals havi.'g prior participatery experience in the startup -
