D. !!u11er's position is that the Final Environ.: ental Statencnt noticed April 1,1972 for Oconea 1 but prepared for all three Oconee units is adequate for Unit 2 and no further environnental review vill be conducted.
More than seventy -fivo (75) days alt.psed from the tine the draf t statencnt was issued until the final issue which natisfied the required coment period.
J. Callo feels the carly notice should provide opportunity for a hearing or petition on environnental estters (as it does) but takes exception to !!u11er's resition on the basis of the time elapsed between the preparation of the Environ.cntal Statesent and the licensing action on Oconce 2.
Itc feels that the Early ::otice should not be issued until our posture on environnental natters is clear. He intends to run this matter up the managenent chain.
