Dear Mr. Laird:
In accordance with the Council on Environmental Quality's Interim Guidelines and the Commission's revised statement of policy on implementation of the National Environmental Folicy Act of 1969, I am pleased to provide you with five copies of the environmental report prepared by the Duke Power Company for its proposed Oconee Nuclear Station Units 1, 2, and 3.
Comments are requested within thirty days concerning those matters over which your agency has jurisdiction by law or special expertise with respect to any env1.-
l ronmental impact involved or is authorized to develop and enforce environmental standards. If no comments are received within the j
thirty-day period, it will be presumed that your agency has no I
comments to make. As provided in paragraph 7(b) of the Council's Interim Guidelines, comments are not requested with respect to water quality aspecta of the proposed action since the Duke Power Company will have to obtain a unter quality certification from the appropriate State or interstate pollution control agency.
Af ter we have received the comments of the various Federal, State, and local agencies, we will prepare a detailed environmental statement, including a discussion of any problems or objections raised and the disposition thereof.
Copies of the agency comments and the statement will be forwarded to the Council and the agencies concerned. Copies of the statement will also be made available O T TfD EW1
