Schwencer, Chief, Pressurized Water Reactors 3 ranch No. 4, L LICENSING ACTIONS 70R OCONZE UNIT 1 Recent questions and issues raised with regard to B&W vent valve type plants and the failure of internal components during hot functional testing in Ocones Unit 1 have tended co make our position with regard to licensing Ocones Unit i unclear.
There is no doubt in my mind that the majority of questions and issues raised must be addressed by supplement to the original Safety Evaluation Report (issued December 29, 1970) whether or not they have been ecmpletely resolved.
The extent to which these matters affect our decision to license depends upon not only the nature of the resolution but the dagtea to which safety of the plant is affected. This approach of course is vulnerable because it can lead to inconsistencies in the requirements for licensing Oconee Unit 1 and Oconee Units 2/3 or any other plant of this B&W class.
The following is a review of these areas and tha present status.
1 Internals repair and redesign: ME3 is reileving this area and a supplement to ths SER is scheduled fcr October 27, 1972. This haue cust be resolved prior i
to licensing Oconee Unit 1.
It affects all plants of this type and since f
l Oconee 1 is a prototype the extent to which other plants are affected goes beyond the redesign review stage and into hot functional testing of Oconee 1.
Hydrogen Purge:
Co.tx%wnt Systems 3 ranch and Site Analysis 3 ranch have reviewed this area and found that Oconee 1 is in a backfit situation per Safety Guide No. 7.
This area must be addressed in the SER supplesent but backfit if required need not be completed prior to licensing. Regulatory decision on backfit is required within the next nonth.
Industrial Security Plan:
Duke plans to submit its Industrial Security Plan by October 15, 1972. We have required that the plan be in the record prior to licensing of Unit 1 but that its couplete acceptance and implementation will not be required as a condition for licensing Oconee Unit 1.
l Control Rod Drive Motor Tube Fix:
Should net affect Oconee Unit 1 since unmodified drives only will be used on Unit 1.

Environmental Projects is preparing Appendix 3 to the Ocones Unit 1 license (vill also cover entire station, Units 2/3).
The They plan to discuss this Appendix with Duke around October 1, 1972.
Appendix will be a requirement for licensing Unit 1 but no supplement to the SER is required.
The basis for the tech specs quadrant tilt linits has been Quadrant Tilt:

R. C. DeYoung SEP 3 61972 Oconee 2/3 Review:
All of the above areas affect Oconee 2/3 but since we are using the mechanism for supplementing the original Oconee SER for Units 2/3 they do not represent additional work as such even though our decision to license Units 2/3 may be based on different requirements regarding the resolution of each of these issues. The SER supplement covering the Units 2/3 review will contain other (other than those listed above) review eialuations conducted specifically for licensing Units 2/3.
My intent is to proceed on the basis that Oconee. Unit 1 will be licanaed on schedule, the areas listed above and under review will be covered by an SER supplement whether completely resolved or not, and the areas tequiring resolution prior to liceneing will be resolved in time to meet the licensing schedule.
