SUBJECT:

SAFETY EVALUATION REPORT, APPLICATION DATED MARCil 31, 1993, RE RADIATION PROTECTION PROGRAM Backaround By application dated March 31, 1993, B&W requested License SNM-778 be amended to reflect minor changes to its radiation safety program and to correct -

typographical errors in the license.

Discussion The licensee proposes:

1.

Issuing either a thermoluminescent dosimeter (TLD) or a film badge to site workers, non-site workers, or visitors. This change does not reduce the effectiveness of the personnel monitoring program _

and is acceptable.

2.

Deleting the requirement to perform weekly radiological surveys in areas that are no longer authorized to possess or use radioactive material. This change will not reduce the effectiveness of the radiation survey program and is acceptable.

3.

Redefining the minimum detectable limit (MDL) for in-vivo counting to "the limit which is provided by the vendor performing the in-vivo analysis for each individual, taking into account the individual's chest wall thickness." This is an improvement because it now uses the individual's chest wall thickness to more precisely determine the MDL. This is acceptable.

4.

Modifying Chapter 5 to replace the stack monitoring system with upgraded equipment. The upgraded equipment will result in a more efficient monitoring system. This is an improvement and, therefore, acceptable.

5.

Removing the requirement for weekly load testing of the back-up power system. However, the back-up power system will still be tested weekly. This change is acceptable because it will reduce unnecessary wear and tear on the generator without reducing safety.

Cateaorical Exclusion Since the proposed changes are administrative in nature, the staff has determined that the following conditions have been met:

1.

There is no significant change in the types or significant increase in the amounts of any effluents that may be released _

offsite, 2.

There is no significant increase in individual or cumulative occupational radiation exposure, 3.

There is no significant construction impact,.and 4.

There is no significant increase in the potential for or -

consequences from radiological. accidents.~

2 Accordingly, pursuant to.10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted-for this proposed action.

Conclusion / Recommendation The staff has determined that the proposed changes.are acceptable.
