Stratman Vice President Nuclear - Perry c/o The Cleveland Electric Illuminating Company 10 Center Road Perry, OH 44081 Dear Mr. Stratman: SUBJECT: INSPECTION OF RADIATION PROTECTION AND RADWASTE PROGRAMS This refers the routine inspection conducted by Mr. M. A. Kunowski of this office on May 10-14, 1993. The inspection included a review of activities authorized at your Perry Nuclear Power Plant. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed inspection report. Areas examined during the inspection are identified in the enclosed report. Within these areas, the inspection consisted of a selective examination of procedures and representative records, interviews with personnel, independent dose rate measurements, and observations of activities in progress. During this inspection, certain of your activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice of Violation (Notice). In addition, another violation categorized at Severity Level V was identified and is not being cited because the criteria specified in Section VII.B.1 of the " General Statement of Policy and Procedures for NRC Enforcement Actions," (Enforcement Policy,10 CFR Part 2, Appendix C), were satisfied. ' Although 10 CFR 2.201 requires you to submit to this office, within 20 days of your receipt of this Notice, a written statement of explanation, we note that this violation had been corrected and those actions were reviewed during this inspection. Therefore, no response with respect to this matter is required. In accordance with 10 CFR 2.790 of the Commission's regulation, a copy of this letter and the enclosures will be placed in the NRC Public Document Room.
