APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License NPF-69, hereby requests that Section 3/4.8.1 of the Technical Specifications set forth in Appendix A to that license be amended.

The proposed changes have been reviewed in accordance with Section 6.5 of the Technical Specifications.

i The proposed changes to the Action requirements and associated Bases for Technical Specification 3/4.8.1 are set forth in Attachment A to this application.

This revision of Technical l

Specification 3/4.8.1 is being proposed, in part, to

'iminate

unnecessary diesel generator testing when a diesel geiarator or an off-site power source becomes inoperable.

The proposed amendment will increase diesel generator reliability by reducing the stresses on the diesel generators caused by unnecessary testing.

The increased diesel generator reliability will result in an overall increase in plant safety.

The changes include deleting the requirement to start and load the diesel generators when an off-site power source is declared inoperable.

Also, with the current Technical Specifications, if a diesel generator (s) is declared inoperable, the remaining operable diesel generator (s) is required to be startnd and loaded.

This requirement will be revised to allow static' personnel to determine whether the cause of the diesel generator (s) being inoperable impacts the operable j

diesel generator (s).

Testing requirements of the operable diesel generator will be based on this determination.

The proposed changes will also preclude unnecessary plant shutdowns when safe continued operation would normally be allowed by the current Technical Specification Actions for redundant systems / components.

The proposed changes would not authorize any change in the type of cffluents or in the authorized power level of the facility.

Supporting information and analyses which demonstrate that the proposed changes involve no significant hazards consideration purruant to 10CFR50.92 are included as Attachment B.
