Response to NRC Bulletin No. 93-02, " Debris Plugging of. Emergency Core Cooling Suction Strainers" NRC Bulletin 93-02 requested licensees to identify fibrous air filters or other temporary sources of fibrous material, not designed to withstand a loss of coolant accident (LOCA), which are installed or stored in the primary containment. As stated in the bulletin, these materials could cause plugging of the Emergency Core Cooling System (ECCS) suction strainers during the recirculation phase of a LOCA.

The purpose of this letter is to provide Southern California Edison's (SCE) written response for the San Onofre Nuclear Generating Station as requested by the bulletin.

SCE has reviewed its administrative processes associated with the control of loose debris in containment (Technical Specifications, procedures, and sarveillance records) and the design of containment ventilation systems for susceptibility to the problem described in the bulletin. We have concluded from this review that San Onofre Units 2 and 3 do not have fibrous air filters or other temporary sources of fibrous material installed or stored in containment during Modes 1 through 4 that would cause plugging of the ECCS suction strainers during a LOCA.

San Onofre Unit I has been permanently shutdown and defueled. As such, the Unit 1 ECCS will not be required to be operable in the future and NRC Bulletin 93-02 is not considered applicable to Unit 1.
