SUBJECT: INSPECTION REPORT NO. 50-309/93-04

This letter refers to the safety inspection conducted by Mr. A. L. Della Greca of this office

on February 15-19, 1993, at the plant site in Wiscasset, Maine. Mr. Della Greca discussed

the inspection findings with Messrs. D. Whittier and G. M. Leitch and other members of

your staff on February 19, 1993. The results of our in-office review of the identified

discrepancies pertaining to the dynamic head developed by the low pressure system injection

and containment spray pumps were discussed or 4

The inspection was directed toward areas important to public health and safety. The areas

examined are described in the NRC Region I Inspection Report that is enclosed with this

letter. Within these areas, the inspection consisted of selective examinations of procedures,

representative records, interviews with personnel, and observations by the inspector.

We found that your staff had not adequately documented the necessary reviews for the

differences between the actual total dynamic head (TDH) and TDH derived from the

manufacturer's curves, for the containment spray and the low pressure safety injection

system pumps. This item will be reviewed during a future NRC inspection.

A review of your design modification program showed good control. Also good were the

steps taken to address the weaknesses in engineering design basis evaluations, despite the

minor discrepancies identified in this area. Additionally, our inspectors reviewed the

corrective actions for five previously identified issues. One issue was closed and the other

four issues required additional information for resolution.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and

its enclosures will be placed in the NRC Public Document Room.
