On April 8, 1993, NRC staff members met at Rockville, Maryland, with employees ~

of Southern California Edison (SCE) to discuss a proposed security program change at the San Onofre Nuclear Generating Station, Unit 1 (SONGS 1). A list of attendees is included as enclosure 1.

The handout used by SCE at the meeting is included as enclosure 2.

SONGS 1 was permanently shut down on November 30, 1992, and its Possession i

Only License became effective on March 9, 1993. The reactor is defueled and all fuel has been transferred to the spent fuel pool.

SCE proposes to change and eliminate vital areas and to reduce security posts based on a reduced potential for and threat of radiological sabotage at SONGS 1 due to its permanently shutdown status. SCE seeks to conduct this security plan change under the contention that the change causes no reduction in safeguards effectiveness. However, SCE is delaying formal submittal and implementation of its plan until the NRC determines whether the change may be made under 10 CFR 50.54(p) or if such a change requires a license amendment request under i

10 CFR 50.90. The project manager will inform SCE of the position the staff
