This refers to the inspection conducted by Mr. E.~J. Ford and other inspectors
of this office, during the period February 21 through April 8,1993. The
- '
inspection included a review of activities authorized for your Waterford Steam
Electric Station, Unit 3, facility. At the conclusion of the' inspection,.the
j
findings were discussed with those members-of your. staff identified in the
e
enclosed report.

Areas examined during the inspection are identified in the report. Within
l
these areas, the inspection consisted of selective examinations of procedures
!
and representative records, interviews with personnel, and observations of
?
activities in progress.
Your staff identified a violation of Technical Specification 6.8.1 which
involved a failure to have an adequate procedure-to verify emergency diesel
l
generator fuel oil chemistry and a failure to adhere to the requirements of
)
this procedure. This violation is not being cited because the criteria in
'
L
paragraph VII.B.2 of Appendix C to 10 CFR Part 2 of the NRC's " Rules of
,
l
Practice," were satisfied. -This violation appears to be an isolated
l
occurrence and your staff took prompt and effective actions to correct the
'
j
problem.

l
