ELECTRICAL DISTRIBUTION SYSTEM FUNCTIONAL INSPECTION OF

PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3,

COMBINED REPORT NOS. 50-277/93-80 AND 50-278/93-80

This letter transmits the report of the team inspection conducted by Mr. R. Mathew and

other NRC and contractor personnel, from January 25,1993, to February 12,1993, at the

Corporate Offices in Chesterbrook, PA, and at the plant site in Delta, PA. Mr. Mathew

discussed the fm' dings of the inspection with Mr. J. Cotton, Mr. W. Boyer, and other

members of your staff on February 12, 1993.

The purpose of the inspection was to determine whether the electrical distribution system

(EDS) es designed, installed, and configured at Peach Bottom 2 and 3 would be capable of

performing its intended safety functions.

The inspection was directed toward areas important to public health and safety. Areas

examined during this inspection are discussed in the enclosed inspection report. Within these

areas, the inspection consisted of selective examinations of design calculations, relevant

procedures and representative records, installed equipment, interviews with personnel, and

observations by the inspectors. The inspection team concluded that the electrical distribution

systems at Peach Bottom 2 and 3 were capable of performing their intended safety functions.

A number of observations and unresolved items, as detailed in the enclosed report, were also

identified.

Based upon the results of this inspection, one violation was identified as set fonh in the

Notice of Violation, enclosed herewith as Appendix A. The violation has been categorized

by severity level in accordana with the General Statement of Policy and Procedure for NRC

Enforcement Actions,10 CFR Part 2, Appendix C. You are required to respond to the

Notice of Violation and, in preparing your response, you should follow the instruction in

Appendix A.

,

One additional violation was identified involving lack of adequate documentation for the

equipment qualification (EQ) of core spray pump motors to operate at 106% of their rated

horsepower. Since you have updated the EQ files and have taken appropriate corrective

actions, this violation is not being cited in accordance with the NRC Enforcement Policy.

Therefore, no NOV has been enclosed and no response is required concerning this violation.

The team observed that the existing 4.16 kV bus transfer design was weak in that the existing

logic could allow unacceptable repeated bus transfers under certain limiting conditions. We

note that you have implemented administrative controls and design changes to address this

issue in the interim. You have committed to perform a thorough design review and take

appropriate corrective actions. If our understanding of your actions is incorrect, you are

,

requested to inform this office as soon as possible.

We request that you provide us, in writing, within 60 days from the date of receipt of this

letter, a schedule for the resolution of unresolved issues identified in this report and any

actions taken or planned, to enhance the functionality of the EDS. The sections of the report

which address the specific findings are identified in the table titled, " Summary of Inspection

Findings."
