Niagara Mohawk Power Corporatic' hereby transmits an application for amendment to Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed as Attachment A are two proposed changes to the Technical Specifications as set forth in Appendix A of the Nine Mile Point Unit 2 Operating License. Pursuant to 10CFR50.92, supporting information and an analysis demonstrating that the proposed changes involve no significant hazards consideration are included as Attachment B.
Both proposed Technical Specification changes are to action statement a.2 of Limiting c
Condition for Operation (LCO) 3.6.5.3 for the Standby Gas Treatment System (SGTS). The action statement applies to an operational condition defined as: activities involving the movement of irradiated fuel in the reactor building, core alterations and operations with a potential for draining the reactor vessel. With one SGTS subsystem inoperable, the current action statement permits these activities to continue for up to seven days.
The first proposed change to the action statement would permit these activities described above to. continue beyond seven ' days with one SGTS subsystem inoperable provided the operable SGTS subsystem is in operation. The second proposed change would exempt action statement a.2 of LCO 3.6.5.3 from the requirements of LCO 3.0.4. This would allow entry into the above defined operational condition for LCO 3.6.5.3 with an SGTS subsystem inoperable provided the operable SGTS subsystem is in operation. These proposed changes are consistent with the improved Technical Specifications developed by the Nuclear
. Regulatory Commission and the Boiling Water Reactor Owners' Group as presented in NUREG-1433.
These changes to the Technical Specifications will prevent delays in plant outages during movement of irradiated fuel, core alterations and operations with a potential for draining the reactor vessel when one SGTS subsystem is inoperable provided the operable SGTS '
subsystem is in operation.

Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara.
Mohawk Power Corporation, holder of the Facility Operating License No. NPF-69, hereby requests that action statement a.2 of Limiting Condition of Operation (LCO) 3.6.5.3 of the l

proposed changes have been reviewed in accordance with Section 6.5 of the Technical Specifications.
