Dear Ms. Adensam:

Siemens Power Corporation (SPC) requests the following amendments to its license:

1.

A revision to the membership of the Health and Safety Council as described in Chapter 2. The.Richland Plant Manager replaces the Vice President, Operations Division as chairman and the staff of the Vice President, Operations Division is deleted from specific mention. Recent organizational changes have made the Richland Plant Manager _the logical chairman of the council and item 5 under membership includes anyone else who needs to be as member..

In addition the Vice President, Engineering Division is now the Vice President, Engineering, Nuclear Division so his title has been changed.

2.

A revision to the sixth paragraph under section 3.2.2, " Ventilation," such that when the alpha air monitoring system is having maintenance performed on it, manual operation is allowed. The switching of the HVAC system from recirculating to once-through is very hard, mechanically, on the HVAC.

equipment. If there is a high alpha trip, the switchover from recirculation to once-through air flow will happen automatically. If it is determined that the signal causing the trip is spurious, the system will be put in the manual mode during maintenance. While in the manual mode, both visual and audible alarms will indicate a trip and the switchover to once-through air flow will be made manually if the trip is not spurious.

Enclosed are six copies of revised pages 2-10 and 3-4 from the existing license and 2-13 and 3-4 from the renewal application.
