KARDEX PELLET STORAGE / RETRIEVAL SYSTEM This is in response to your letter of March 18, 1993, regarding the implementation of operations associated with the new Kardex pellet storage / retrieval system.
We agree that the use of this system does not decrease the effectiveness of your material control and accounting (MC&A) program and, thus, can be implemented under 10 CFR 70.32(c).
We understand that any changes to your Fundamental Nuclear Material Control (FNMC) Plan, relating to the Kardex system, will be submitted with the additional FNMC changes required to address your new fuel rod loading and fuel assembly operations.
Initiation of these new operations may not begin until the changes to your FNMC plan are approved.
We have determined that the enclosure to your March 18, 1993, letter contains information of the type specified in 10 CFR 2.790(d).
Accordingly, pursuant to Section 2.790(d) (1),
such information is deemed to be commercial or financial within the meaning of 10 CFR 9.17 (a) (4) and shall be withheld from public disclosure, unless subject to the provisions of 10 CFR 9.23.
