This refe4s to the results of the routine resident safety inspe::tica conducted by Messrs.

R. Plasse, W. Mattingly, and W. Schmidt from February 28 through April 10, 1993, ai Nine

_

Mile Point Units 1 and 2, Scriba, New York. Mr. Plasse discussed the inspection findings with

members of your staff at the exit meeting conducted on April 22,1993.

This inspection was directed toward areas important to public health and safety. The enclosed

NRC Region I Inspection Report describes the areas examined during the inspection. Within -

these areas, the inspection consisted of observation of activities in progress, interviews with

personnel, and selective examinations of procedures and representative records.

Your staff conducted refueling autage activities at Unit 1 and operated Unit 2 safely over the

period. Management involvement in the day-to-day operation of both units continues to be a

strength. The quality of engineering and management involvement in the daily conduct of the

Unit 1 outage activities ensured proper resolution ofidentified safety concerns. Also noteworthy

was the performance of Unit 2 personnel during several planned power reductions and one

unplanned plant transient. Both the operations and maintenance staffs demonstrated excellent

attention-to-detail and proper safety perspective during these events.
