SAFETY EVALUATION REPORT: AMENDMENT APPLICATION DATED MARCH 18, 1993, RE DELETION OF A VENTILATION REQUIREMENT Backaround By letter dated March 18, 1993, GE submitted an amendment application requesting deletion of a ventilation requirement.

Discussion In GE's license, Table 3.1, " Specific Facilities & Capabilities of Ventilation Systems," requires that room air be changed eight times every hour.

GE concludes that: (1) there is a minimal relationship between air changes and airborne levels, and (2) airborne concentrations can be better controlled by use of other engineered-methods, such as work area isolation and laminar flow designs.

Conclusion / Recommendation Notwithstanding the deletion of this requirement from Table 3.1, GE is still required to maintain airborne concentrations below requirements in Part 20 and as low as reasonably achievable.

Past airborne concentrations at GE have been generally less than 25 percent of the Part 20 limits in most areas. GE believes that further reductions in airborne concentrations will result when these engineered-methods are implemented. This position was communicated by GE staff during an April 22, 1993 telecon. Additional credence is given to this position by virtue of the fact that other fuel facilities have reduced their airborne concentrations by using these methods. The staff recommends that the license be amended to delete this ventilation requirement from Table 3.1.

Region II inspectors will evaluate any effects resulting from this change. The staff concludes that the proposed change should have no adverse effect on the public health and safety or on the environment.
