Dear Sir:
Subject:
License Amendment Request (Revision 139)
Reference:
SNM Material License SNM-1097, Docket # 70-1113 l
t With reference to activities authorized by NRC License SNM-1097 at the General Electric Nuclear Fuel and Components Manufacturing (NF&CM) facility, GE requests approval for the enclosed page changes hereby submitted for Part I of our current application.
This amendment requests modification of the ventilation requirements in Table 3.1,
" Specific Facilities & Capabilities of Ventilation Systems" to allow for increased flexibility in maintaining work area air concentrations As Low As Reasonably Achievable (ALARA).
The modification consists of deleting the i
requirement for eight room air changes per hour.
Our experience indicates that the number of room air changes is a t
poor basis for ventilation criteria where control of airborne materials is required.
Because of increased air turbulence, there appears to be-minimal relationship between air changes and desired airborne levels. Airborne concentrations can be better controlled i
to desired levels by proper use of other engineered methods.
i l
In addition, a specified number of room air changes may negatively l
impact other airborne reduction methods currently being evaluated at our facility such as work area isolation and laminar flow i
designs.
1 contains an explanation of the requested changes by page and section. contains the license pages by date I
of revision. contains the revised page changes to conditions of Part I of our current license application.
