ADDITIONAL EVALUATION OF RESPONSE TO GENERIC LETTER 92-04,

" RESOLUTION OF THE ISSUES RELATED TO REACTOR VESSEL WATER LEVEL INSTRUMENTATION IN BOILING WATER REACTORS,"'(TAC NO. M84275)

Generic Letter (GL) 92-04 was issued by letter dated August 19, 1992, to all operating boiling water reactor (BWR) licensees. GL 92-04 requested licensees to promptly assess the impact on their facilities of potentially erroneous level indication due to non-condensible gases, and to implement compensatory

.i measures and long-term corrective actions as necessary. By letter dated j

September 28, 1992, the Nebraska Public Power District- (NPPD, or the District) responded to GL 92-04.

By letter dated February 19, 1993, the NRC staff acknowledged receipt of your response to GL 92-04 and found certain aspects of your response to be acceptable.

j However, item 3 of GL 92-04 requested that each licensee " provide its plans' and schedule for corrective actions, including any proposed hardware -

modifications necessary to ensure the level instrument system design is of high functional reliability for long term operation."

Your response endorsed the BWR Owners' Group (BWROG). plans originally provided j

in BWROG letter to the NRC on August 12, 1992, and reaffirmed your support of i

the BWROG plan by endorsing the BWROG 1etter of September 24, 1992.

You further stated that "If the BWROG Program indicates that modifications and/or t

procedure changes are necessary, the District will review such modificaticns

-and/or procedures _ changes against the current CNS [ Cooper Nuclear _ Station]'-

configuration, such as the Core Spray cold reference' leg injection, and ECCS i

~[ emergency core cooling system]' actuation off the reactor water hot (Yarway) ~

l reference legs.

If the District determines that additional modifications and/or procedure cha.nges are necessary after this review, a schedule and-description for suct modifications and/or procedure changes will be provided-j at that time."

Accordingly, you are requested to provide, by July 30, 1993, your plans and schedule for corrective actions, including any proposed hardware modifications necessary to ensure the level instrument system design is of high functional reliability for long-term operation.
