Mr. D. M. Smith

Senior Vice President - Nuclear

Philadelphia Electric Company

Nuclear Group Headquarters

Correspondence Control Desk

P.O. Box 195

Wayne, Pennsylvania 19087-0195

Dear Mr. Smith:

Subject:

Combined Inspection Nos. 50-277/93-07 and 50-278/93-07

This letter refers to the physical security program inspection conducted by Mr. A. Della Ratta

of this office on March 22-26,1993, of activities authorized by NRC License Nos. DPR-44 and

_

DPR-56 at the Peach Bottom Atomic Power Station (PBAPS), Delta, Pennsylvania, and to the

'

discussion of our findings held with Mr. K. Powers, and other members of your staff by

Mr. Della Ratta at the conclusion of the inspection. This inspection also included a review of

a Fitness-for-Duty situation for which you provided us information in a November 17, 1992,

,

letter. That review was conducted by Mr. R. Albert, of this office, at your offices in Wayne

and Philadelphia, Pennsylvania, on March 25-26, 1993. Mr. Alben's findings were discussed

by telephone with Mr. D. Sarley of your staff on March 30,1993.

Areas examined during the inspection are important to public health and safety and are described

)

in the NRC Region I inspection repon which is enclosed with this letter. The inspection

consisted of selective examinations of procedures and representative records, interviews with

personnel and observations by the inspectors.

Additionally, your actions to resolve two

Inspector Followup Items opened during the previous physical security inspection, conducted on

August 31 - September 4,1992, were examined and closed.

We found that your physical security and FFD programs are effective and directed toward

assuring public health and safety. Management support for both programs was evident. . No

safety concerns or violations of regulatory requirements were identified.
