EMERGENCY PREPAREDNESS (EP) INSPECTION S0-334/93-03

and 50-412/93-03

Enclosed is the report of the March 16-18,1993 inspection, by Mr. J. Laughlin and others, of

[

Beaver Valley Atomic Power Station emergency preparedness (EP) and of the partial-

'

participation, annual EP exercise. Preliminary inspection findings were discussed with you and

members of your staff at the inspection exit.

Overall, exercise performance indicated that adequate protective measures can be taken on-site

in a radiological emergency. Exercise strengths included prompt, accurate information flow

from the Control Room to the Technical Support Center and liaison with State representatives

in the Emergency Operations Facility. No exercise weaknesses were identified._ Significant

performance improvement was demonstrated in the two areas of weakness from the last annual

exercise and, as noted in Report Detail 5.0, one of those items was closed. Good progress was

made toward resolution of the remaining issue, but the item remains open since it was not tested

during this exercise.
