REQUEST FOR AMENDMENT TO LICENSE SNM-1107, DOCKET 70-1151 The Westinghouse Electric Corporation (WEC) hereby requests an amendment to the Special Nuclear Material License for the Columbia Fuel Fabrication Facility (CFFF). This request is a follow-up to discussions between Mr. Thomas Wenck (the CFFF Project Manager), and other members of NRC Licensing Staff, and Messrs. Charles Sanders and Robert Williams representing WEC at your offices on March 18, 1993. The enclosure to this letter provides detailed information relating to this request, in the form of changed pages to SNM-1107.

4.9.1 Chances Reauirina Prior Approval Westinghouse shall make no change that would decrease the
)
effectiveness of Sections 2,
3, and 4 of the approved license application, without the prior approval of duly authorized Nuclear Regulatory Commission Staff.
Requests for such changes shall be made through submittal of an application for license amendment pursuant to 10CFR70.34.
4.9.2 Chances Not Reauirina Prior Approval Westinghouse may make changes that would not decrease the I
effectiveness of Sections 2,
3, and 4 of the approved license application, without the prior approval of duly l
authorized Nuclear Regulatory Commission Staff.
Westinghouse shall maintain records of such changes --
including justification, safety demonstration, and management approval -- in dedicated datapacks, to enable l
l NRC Staff inspection upon inspector request. The datapacks shall be retained for a period of five (5) years from the date of the change.
- Further, a report containing a description of each such change shall be furnished to the Chief, Licensing Branch, Division of Fuel Cycle Safety and Safeguards, U.
S.
Nuclear Regulatory Commission, Washington, DC 20555, within six (6) months of implementing the change.
