Enclosed is the report of the March 26-29, 1993 inspection, led by Mr. J. Lusher, of

!'

Connecticut Yankee Atomic Power Company emergency preparedness (EP) and of the partial-

participation, annual EP exercise. Our inspection findings were based on inspector observations,

i

discussions with your staff, and document review. At the end of the inspection, the preliminary

'

NRC findings were discussed with Mr. Romberg and other members of your staff.

The inspectors concluded that exercise performance provided reasonable assurance that adequate

r

on-site actions can be taken in an emergency. Exercise strengths included command and control

in all emergency response facilities, recognition ofpotential degradations of plant and emergency

.

response facility conditions, and diagnosis and mitigation of accident conditions. No exercise

}

weaknesses or violations of regulatory requirements were identified, and weaknesses from the

l

previous exercise were corrected. Several potential Areas for Improvement were identified for

'

consideration.
