This letter refers to the physical security program inspection conducted by Messrs. E. B.
King and R. J. Albert of this office on March 16-19, 1993, at Buchanan, New York, of
activities authorized by NRC License No. DPR-26 and to the discussions of our findings with
you and members of your staff held by Mr. King at the conclusion of the inspection.
Areas examined during the inspection are described in the enclosed NRC Region I Inspection
Report. Within these areas, the inspection consisted of selective examinations of security
plans and procedures and representative records, interviews with personnel and observations
by the inspectors.
We found that your physical security program is effective and directed toward assuring
public health and safety. Management support for the program to increase its effectiveness
was evident through the implementation of several program enhancements.

However, it appears that one of your activities was not conducted in full compliance with
NRC requirements, as set forth in the Notice of Violation, enclosed herewith as Appendix A.
The violation involved the failure of security officers to perform personnel and package

searches properly at the main personnel access control point prior to granting access to the
protected area. Additionally, an unresolved item was identified that requires attention to
maintain the effectiveness of the security program. This is discussed in Section 4.1.5 of the
i
enclosed inspection report.
The violation has been categorized by severity level in accordance with the " General
Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,
Appendix C (Enforcement Policy). You are required to respond to this letter, and in
preparing your response, you should follow the instructions in Appendix A.

accordance with 10 CFR 2.790(a).
