This letter refers to the physical security program inspection of activities authorized by NRC
License Numbers DPR-44 and DPR-56 conducted February 22-25 and March 3,1993, at Delta
and Wayne, Pennsylvania. The inspectors, Messrs. D. F. Limroth and A. Della Ratta, of this
office were accompanied by Ms. N. E. Ervin of the NRC's Office of Nuclear Reactor

Regulation. Findings of the inspection were discussed with members of your staff during the
inspection and were summarized by Mr. Limroth with Mr. Powers and others at the conclusion
l
of the inspection. .
The inspectors assessed the implementation of your Access Authorization Program in order to
determine whether applicable regulatory requirements reflected in your Physical Security Plan
have been satisfied. The inspection consisted of selective examination of procedures and
representative records, personnel interviews and observations by the inspectors.
We found that the Access Authorization Program is effective and directed toward assuring public
health and safety. No safety concerns or violations of regulatory requirements were identified,
