1993 LASALLE EMERGENCY PREPAREDNESS EXERCISE INSPECTION

!

This refers to the routine safety inspection conducted by Ms. H. Simans of

this office and others on March 30 - April 2, 1993. The inspection included a

review of authorized activities at your LaSalle facility. At the conclusion

of the inspection, the findings were discussed with those members of your

i

staff identified in the enclosed report.

!

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of a selective examination of procedures

!

and representative records, interviews with personnel, and observation of

activities in progress.

,

No violations of NRC requirements were identified during the course of this

l

inspection.

During both your 1992 and 1993 exercises, our inspection staff identified poor

communication flow from your emergency response facilities to the control room

!

simulator. Although this issue does not rise to an exercise weakness, the NRC

i

-

views good communications between your emergency response facilities as

important and is concerned about the repeat nature of this issue.

Please

'

provide in writing within 30 days of the date of this letter the actions you

have taken or plan to take to resolve this issue.

Subsequent to the onsite inspection, an April 7,1993 telephone conversation

t

between J. Lockwood of your staff and H. Simons of my staff was held to

address the Inspection Followup Item identified in Section 2 of the enclosed

- .

Inspection report.

Based on this telephone conversation, it is our

understanding that repairs and satisfactory retesting of the Technical Support-

i

Center's emergency ventilation system will be accomplished by June 30, 1993.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosure, and your response to this letter will be placed in-

,

the NRC Public Document Room.
