OF APRIL 13, 1993 MEETING ON DESIGN OF DEDICATED ALTERNATE AC POWER SOURCE FEEDER FROM CON 0WINGO HYDROELECTRIC STATION i

On April 13, 1993, the NRC staff met with Philadelphia Electric Company (PEco) i representatives at the NRC offices in Rockville, Maryland, to discuss the planned installation of a dedicated power faeder from the Conowingo Hydroelectric Station to the Peach Bottom Atomic Power Station (PBAPS),

Units 2 and 3.

A list of meeting participants is enclosed (Enclosure 1).

Also enclosed is a copy of PEco's meeting handout (Enclosure 2).

PECo representatives opened the meeting by recounting the history of the proposed resolution of the Station Blackout issue for PBAPS, Units 2 and 3.

I In a supplemental safety evaluation (SSE) dated October 23, 1992, the staff i

found acceptable PECo's proposal to install a dedicated, weather protected, i

power feeder from the Conowingo Hydroelectric Station to the Peach Bottom facility to serve as an alternate AC power (AAC) source. The SSE was based on i

a cenceptual design for the Conowingo feeder, presented by PEco in an August l

6, 1992, submittal.

At the April 13, 1993, meeting, PEco presented additional details on the power feeder.

The line will consist of a 9-mile submarine cable, running from the conowingo Hydroelectric Station to the Peach Bottom facility and will be buried on the bottom of the Conowingo reservoir. The line will be capable of handling at c

least 15MVA at 34.5 kV. At the source end, the line will tie into an existing substation, the Susquehanna substation, located on the south end of the Conowingo dam. A new circuit breaker will be installed at the Susquehanna l

substation to tie the submarine cable into existing bus work. The Conowingo station has seven 36 MW generators and four 65 MW generators that will be able to provide power to the line. Attendant controls for the new circuit breaker will also be installed.

l At Peach Bottom, PEco will install a new weather protected outdoor switchgear, a 35 kV circuit breaker, a 15 kV circuit breaker, a 15 kV outdoor switchgear and a 35kV/15kV transformer as well as the necessary controls and protective relays.

The new substation will be located outside the protected area. The new Peach Bottom substation will tie into the existing onsite distribution via the 2 SU B switchgear.

From the 2 SU B switchgear, power can be fed to the 4 kV emergency buses via the Unit 2 or Unit 3 startup switchgear.

The staff expressed concern that the equipment at the Susquehanna and new Peach Bottom substation be properly protected from severe weather.

PEco provided additional information on the weather protected aspects of the substation equipment.

PECo presented an approximate timetable for completion of the project.

Installation of the submarine cable could begin as early as the fall of 1993.

Completion of the Peach Bottom modifications is not expected until the fall of 1994.

PEco described the scope of the technical specification requirements that they expect to propose for the new power feeder.

In addition, PECo re-expressed their intention to apply for an extension of the existing emergency diesel generator (EDG) allowed out-of-service time (A0T) based on completion of the Conowingo power feeder. The staff stated that it would review the proposal based on the merit of any safety benefits Co may find for such an extension.
